Abstract

The evident intention of many Latin Americans to carry out a process of integration and economic development without using military arguments is singularly attractive. Leaving aside the problem of whether these countries will be able to integrate without first having obtained an adequate degree of national economic development, it is worth paying attention to the possible projections that factors like nationalist resurgence and the accentuation of political centralism may have on the peaceful disposition of those seeking integration, since whatever form the integrationist process takes in the near future, it will only be successful to the extent that it incorporates and uses the forces and tendencies associated with those two elements.

Es el director del Instituto de Estudios Internacionales de la Universidad de Chile. Entre 1962 y 1965 ocupó el cargo de Senior Research Fellow en el Royal Institute of International Affairs, de Londres. Es autor de Una historia de la Marina Mercante de Chile (Santiago, 1961), dirigió la preparación de Obstacles to change in Latin America (Londres, 1965), The politics of conformity, in Latin America (Londres, 1967) y Latin America and the Caribbean, a Handbook (Londres, 1968).
