Abstract

This text presents an interview with Lelio Mármora, a leading figure in migration studies in South America, conducted in 2019 in a regional and international context marked by intense debates on migration governance. The conversation is situated at a pivotal historical moment that enables a retrospective view of the region: the adoption of the Global Compact for Safe, Orderly and Regular Migration, the emergence of new regional mechanisms of cooperation in response to Venezuelan migration, and the reconfiguration of national migration policies, particularly in Argentina and Chile. From a historical and comparative perspective, the interview revisits trajectories, concepts, and processes that help us understand recent shifts in the ways migration is conceived, the role of the State, and the normative frameworks that regulate human mobility from a regional and long-term perspective. Within this framework, the interview invites reflection on the relationship between international law and local migration policies, emphasizing the history of regional cooperation on human mobility in South America.
