Outsourcing of Occupational Training in the Community of Madrid 2002/2003

Abstract

As training is essential for coping with the changes taking place in today’s society, especially in the labor market, this article analyzes the map of actors involved in vocational training programs implemented in the Community of Madrid. It seeks to identify which actors are involved, and to show that the Community’s administation has opted for outsourcing many of these programs. It concludes with an evaluation of the policy, it’s benefits and deficiencies, as an element of new public management.
