Police Reform: An Approach to the Civilian Oversight of Policing in The U.S.

Abstract

Civilian oversight has emerged as one of the legitimate means to enforce police accountability in the United States. Thus, every time the police face legitimacy issues and loss of trust of the citizens as a result of police misconduct scandals, the response has been to improve the mechanisms of police accountability through the creation of civilian oversight bodies. This paper aims to provide information and analysis that might be useful to feed the debate on police reform in Chile. To achieve this goal, the documents presents a general overview of the concept of civilian oversight and reviews the scenarios that have led to the creation of oversight agencies. Then, some mechanisms instituted in the U.S. legal system are presented and described.
