Abstract

Reforms to the political constitution or a new political constitution? The Political Constitution is in itself the supreme law, the highest legal level, as expressed by Kelsen. In this regard, based on an undeniable legal reality, the historian and constitutionalist Julio Heise says: "Every law, although theoretically perfect, is ineffective if its provisions are not conceived according to the social reality that it is intended to govern."
